The leadership of the Association of Manning and Crewing Agents of Nigeria (AMCAN) on Tuesday, 16th September 2025, held a high-level meeting with the Executive Director, Maritime Labour and Cabotage Services of the Nigerian Maritime Administration and Safety Agency (NIMASA), Mr. Jibril Abba, at the Agency’s Lagos headquarters.
The session provided a platform for AMCAN executives to present key challenges facing manning agents, Nigerian seafarers, and the broader maritime labour sector. Issues around licensing processes, agent compliance, seafarer welfare, and the impact of cabotage policies formed the backbone of the discussions.
Both parties engaged candidly on the regulatory framework guiding manning operations in Nigeria, the need for efficient digital systems, and the importance of ensuring that qualified seafarers and duly registered agents remain central to the country’s maritime operations. The discussions also touched on compliance obligations such as pension remittances, certificate verification, and measures to curb unqualified operators in the industry.
Speaking at the meeting, AMCAN President, Mr. Clement Ebi, reiterated the Association’s commitment to supporting NIMASA’s regulatory oversight while ensuring that the voice of manning agents is heard in policy implementation. He noted AMCAN’s efforts to promote compliance and transparency, including the rollout of a digital membership registration platform.
On his part, the Executive Director, Mr. Jibril Abba, emphasized the Agency’s drive toward automation and digitization of processes to address long-standing bottlenecks. He commended AMCAN for its proactive role in advancing the interests of manning agents and pledged continued collaboration to strengthen the industry.
The meeting reflected a shared resolve between AMCAN and NIMASA to safeguard seafarers’ welfare, enhance regulatory compliance, and promote fair opportunities for manning agents within Nigeria’s maritime labour ecosystem.
